He is one of the foremost representatives of Spanish conceptual art. At the age of 19, he went to Madrid to study Architecture and Fine Arts, although he never finished the course.  He started his professional career in an informal way but soon developed his work with a more constructivist and rational style. 

From the 1970s onwards, he has developed a variety of practices that range from experimental poetry to music, mail art to cinema and performance art to sound interventions. He holds a critical attitude towards both art institutions and the art market, developing instead situations and scenarios that allow him to engage in a more direct way with his audience.

Valcárcel Medina had a retrospective exhibition at the Tàpies Foundation (2002), and has shown his work in exhibitions at MACBA (2006), and at the Museo Nacional Centro de Arte Reina Sofía (2009). In 2007 he received the National Prize for Fine Arts and recently (2011) he was awarded in the first edition of the Arts and Patronage Prize.
